Are governments using the crime of Racketeering to contol the populace?

Have  world governments resorted to Racketeering in order to sustain their control over the masses?
If you are curious as to how things get done in the USA, I would have you, the reader look at this form of crime and see how it applies to our current system.  With the fraudulant ponzi scheme of the Federal Reserve and the IRS I can assure you, this is true to the definition of the term Racket.  Not only do the financial markets fall under this definition, its enforcement arm of the various agenies are also involved.  Are we being coerced to accept more safety and security under the guise of corporate sponsored racketeering?  Look at all the new agencies cropping up within the government, including corporate use of professional mercenary groups like Blackwater/XE or whatever they call themselves these days. 

As a human being with a brain and the ability to use some reason and logic could you see the correlation to how we are losing our constitutional rights as a once constitutional republic to a despotic government? (a nation ruled by a series of despotic rulers, each seemingly worse than the last)

What we have are crimes of such magnitude that it will take more than our current judicial system to bring these culprits to justice.  We know who they are and what they are doing and when the time comes they will not be able to hide in the shadows any longer.  My take is they will start knocking each other off to claim the high road and keep the masses from finding out the real truth.  One can only hope, right?

A racket is a service that is fraudulently offered to solve a problem, such as for a problem that does not actually exist, will not be affected, or would not otherwise exist. Conducting a racket is racketeering. Particularly, the potential problem may be caused by the same party that offers to solve it, although that fact may be concealed, with the specific intent to engender continual patronage for this party. A prototype is the protection racket, wherein a person or group indicates that they could protect a store from potential damage, damage that the same person or group or would otherwise inflict, while the correlation of threat and protection may be more or less deniably veiled, distinguishing it from the more direct act of extortion.

Racketeering is often associated with organized crime, and the term was coined by the Employers' Association of Chicago in June 1927 in a statement about the influence of organized crime in the Teamsters union.

Racketeer Influenced and Corrupt Organizations Act

On October 15, 1970, the Racketeer Influenced and Corrupt Organizations Act (18 U.S.C. §§ 1961–1968), commonly referred to as the "RICO Act", became United States law. The RICO Act allowed law enforcement to charge a person or group of people with racketeering, defined as committing multiple violations of certain varieties within a ten-year period. The purpose of the RICO Act was stated as "the elimination of the infiltration of organized crime and racketeering into legitimate organizations operating in interstate commerce". S.Rep. No. 617, 91st Cong., 1st Sess. 76 (1968). However, the statute is sufficiently broad to encompass illegal activities relating to any enterprise affecting interstate or foreign commerce.
Section 1961(10) of Title 18 provides that the Attorney General of the United States may designate any department or agency to conduct investigations authorized by the RICO statute and such department or agency may use the investigative provisions of the statute or the investigative power of such department or agency otherwise conferred by law. Absent a specific designation by the Attorney General, jurisdiction to conduct investigations for violations of 18 U.S.C. § 1962 lies with the agency having jurisdiction over the violations constituting the pattern of racketeering activity listed in 18 U.S.C. § 1961.
In the U.S., civil racketeering laws are also used in federal and state courts. The National Federation of Independent Business challenged these civil laws in 2006 for being excessively abusive.

Another definition of Racketeering:

Racketeering is the act of operating an illegal business or scheme (a racket) in order to make a profit, perpetrated by a structured group. It is a broad category of criminal acts that includes bribery, sexual exploitation of children, and illegal gambling, among many others. The practice is closely associated with organized crime, since both are conducted by groups.

Many criminal acts can be included in this category, including theft and fraud against businesses or individuals. Governments can be victimized by racketeering by groups that counterfeit money and trade in untaxed alcohol. Providing illegal services, such as prostitution or drug trafficking, are also a form of racket. Racketeering also takes place among legitimate businesses or labor unions, where it is sometimes referred to as white-collar crime, and can include acts such as extortion and money laundering.

The criminal organizations that engage in racketeering often have legitimate businesses, like licensed gaming establishments or garbage collection companies, in order to provide cover for their rackets. In addition, the illegal business is often aided by the bribing, blackmailing, or extortion of public officials or civil servants. Legitimate business owners can be similarly manipulated in order to help criminal groups and their practices to appear lawful.
